City staff led by Assistant City Manager Charles Goff and Public Services Director Eric Robison told the council the city’s street network totals about 639 miles (nearly 1,500 lane‑miles), with roughly 357 miles of concrete pavement. Staff noted the last citywide pavement condition assessment showed an average Pavement Condition Index (PCI) of 59 and highlighted about 20–26 candidate reconstruction and repair projects. Goff said the combined cost for the candidate list is about $207,000,000 and, using a 5% annual escalation assumption over five years, the estimate grows to nearly $241,000,000—well above the staff’s discussed bond allocation scenarios.
