Peabody conservation commission reconvenes, reaffirms orders of conditions for three projects

The procedural move affects three previously discussed land‑use matters: a proposed riverfront quick‑serve restaurant at 15 Sullivan Street; a city Department of Public Services project to address chronic flooding at 61 Pine Street; and a driveway reconstruction at 36 Aborn Street. The corrections reasserted the motions and electronic roll‑call outcomes recorded on Jan. 14 while excluding the alternate member’s earlier participation.
For 15 Sullivan Street, a notice of intent filed by Bola Engineering and associated with several property owners was reconvened, closed and returned to decision. The commission voted to issue an order of conditions (items 1 through 58, with an added DPS condition and peer review items). Leslie Cordemanche moved to issue the order of conditions; Jamie Harrop seconded. A roll call produced seven yes votes and the chair said the motion passed 7–0.
On 61 Pine Street, the commission reconvened to correct the prior vote on a city DPS proposal described as a long‑term flooding mitigation plan affecting two drinking water wells and a department helicopter location. Brian Cassidy moved to close the hearing and Jamie Harrop seconded; the close carried. Jamie Harrop then moved to issue an order of conditions for the project, seconded by Brian Cassidy. The roll call recorded five yes votes and two no votes; Amanda Green and Leslie Cordemanche were recorded as voting no, and the chair declared the motion passed 5–2. Amanda Green stated, in the meeting, “Oh, I didn't I would vote no again,” reflecting that she had voted no at the prior hearing and intended to maintain that position.
The third item, 36 Aborn Street (notice of intent by DeRosa Environmental Consultants for driveway reconstruction), was reconvened and closed, and the commission voted to issue order of conditions numbered 1 through 50. The conditions recorded for this approval included requirements for maintenance of a stone trench, porous pavement operation and maintenance plan submissions, and a riverfront mitigation plan in perpetuity. The motion to issue the order passed 6–1, with Leslie Cordemanche recorded as the lone no vote.
Chairman Rizzo twice reminded members that the meeting’s narrow purpose was to correct the commission’s earlier procedural record; he noted that all votes at issue had passed even without the alternate’s earlier participation. The special meeting concluded with a formal motion and roll call to adjourn.
