Centerville council approves appointments, debates dissolving Landmarks Commission

The mayor said he had left the Landmarks Commission seats open and proposed staff examine whether the Whitaker Museum could assume landmarks duties or whether the two bodies should be restructured under a shared umbrella. Staff and council members said that, historically, the Landmarks Commission had limited activity in recent years and that the Whitaker Museum already handles grant-driven historic preservation work in some cases.
Concerns were raised about the practical effects of changing the structure. Some council members warned that a formal historic-designation regime could impose design-review restrictions on property owners; others noted the city already uses incentives (reduced fees for remodels in historic districts) to encourage preservation. Staff cautioned that modifying the Landmarks Commission’s duties or rescinding it would likely require ordinance and zoning code amendments and closer coordination with the museum to preserve eligibility for state CLG (Certified Local Government) grants.
The council voted on resolution 2026-01 to approve the appointment slate and to name Robin Meekum mayor pro tem; staff agreed to correct typographical errors in the draft resolution and to follow up with ordinance language if the council directs further change.
The council also approved a separate appointment, naming Blair Parish to the Whitaker Museum Board by voice vote.
