Day Springs RFP receives no offers; county awaits DHCD compliance letter before buyer feasibility period

County staff updated the Board on the Day Springs property sale process on Feb. 3. The county issued an RFP on Dec. 30 and staff said no offers with qualifying deposits were received during the 30-day required period that ended Jan. 29. Several interested parties asked follow-up questions but did not submit offers.
Staff reported they have provided a draft certificate of compliance to the Maryland Department of Housing and Community Development (DHCD). Once DHCD returns the signed certificate of compliance, the seller-side obligations will trigger: staff said the buyer will receive an opinion-of-counsel letter from county counsel and the buyer’s feasibility period (reported in the meeting as 45 days) will commence. County staff said they will coordinate with East Coast Property Management to finalize one-year lease extensions for tenants who submitted applications.
County staff also reported ongoing operational oversight during winter: property management has been monitoring vacant units, addressing broken pipes and snow removal, and relocated occupants from one unit after pipe damage. No sale or transfer has occurred yet; staff said they are tracking DHCD and buyer deadlines and will update the board as compliance documents are returned and the buyer’s feasibility period proceeds.
