Caroline County updates sale of Dayspring Apartments; board approves consent agenda and moves to closed session

County officials on Wednesday updated commissioners on the pending transfer of DaySpring Apartments and continued planning for a new detention facility, and the board approved routine business before moving into a closed session to conduct employee evaluations.
The county administrator reported that notices related to the sale and transfer of DaySpring Apartments were mailed to about 3,000 potential buyers as part of a state DHCD process and that staff are fielding phone calls from residents and prospective purchasers. The county posted notices at the property and is working with a purchaser and a realtor identified as Hetty; the property manager told staff there are currently about 18 vacant units.
Administrator remarks also noted that residents who want to extend leases for one year should sign and return the forms and work with the property manager to complete lease applications. County staff said some resident information required for lease processing—such as rental history—may not be available locally and that staff are coordinating with the property manager and prospective purchaser.
Separately, the administrator reported the county continues planning work on a detention center with a consulting architect team; staff said examples and draft documents were exchanged and another meeting is set in coming weeks.
Earlier in the meeting the board approved the consent agenda on a motion and voice vote. Later, the board voted by roll call to convene a closed session under General Provisions Article 3-305(b)(1) of the Maryland Open Meetings Act to discuss personnel matters, including employee evaluations. Roll call on the closed-session motion recorded Commissioner Porter—Aye; Commissioner Breeding—Aye; Commissioner Bartz—Aye.
Staff said the code changes discussed in the procurement workshop will be drafted with the office of law and returned to the board for the formal legislative process.
