The Colony council approves multiple contracts, continues TIRZ hearing and casts appraisal votes

The Colony City Council cleared a package of routine procurements and policy actions during its Nov. 1 meeting, approving contracts for in‑city concrete work, landfill disposal of wastewater solids and a water‑treatment chemical, continuing a public hearing on Reinvestment Zone No. 1 to Nov. 18, and casting city votes for the Denton County Appraisal District board.
On consent and procurement items, the council authorized a $300,000 purchase from H & H Concrete (cooperative contract via Fort Worth, contract no. 374343) to supply concrete and related materials for in‑house pavement, curb and sidewalk repairs. The council also approved a $347,000.463 contract to Camelot Landfill for disposal of solids from the wastewater plant; staff described the city’s ongoing decision to haul sludge internally using newly purchased heavy‑duty trailers and trucks, which city speakers said has generated roughly $600,000 in savings compared with prior contractor costs. The council approved a $150,000 purchase from SNF Polydyne, Inc. (buy board contract 691‑23, expiring 3/3/26) for polymer used in flocculation at the wastewater plant.
During a public hearing on a supplement to Reinvestment Zone No. 1 (TIRZ) that would increase project funding by $2.2 million for street, signal and pedestrian repairs around Grandscape, staff stressed this funding would come from project/TIRZ funds tied to Grandscape rather than general property‑tax revenue. Council voted to continue the public hearing and action to the Nov. 18 meeting so the published notice remains valid.
On intergovernmental representation, council cast all 34 of the city’s votes for candidate Mike Henifer for a two‑year term on the Denton County Appraisal District Board of Directors.
All motions recorded in the meeting excerpt were moved and seconded and the items passed as part of the council’s regular agenda. Council then adjourned into executive session for real‑estate deliberations.
