The City Council approved a professional services agreement authorizing the city manager to execute a contract with Park Hill to prepare design documents for BB Owen and Turner Soccer Complexes in an amount not to exceed $569,209, to be funded by the Community Development Corporation.
City staff explained the scope of work includes topographic survey, geotechnical reports, design development, construction documents, bidding assistance and construction-phase services. The projects prioritize Americans with Disabilities Act improvements, new restrooms, regraded fields and improved drainage. Staff also said the city applied for a $750,000 grant from Texas Parks and Wildlife that, if awarded, would increase the project budget and allow additional work to be completed.
Council discussed construction timing and phasing; staff estimated a roughly 12-month construction timeline with possible phasing to keep portions of fields open during work. A motion to approve the agreement was moved by Councilmember Marks and seconded by Councilmember Enzweiler; council voted to approve the item.
