Summary
The board approved the consent agenda (including a ~$65,000 cybersecurity network test), learned the county received an MRDC reimbursement, and received a Daysprings sale/process update and other administrative notices; staff will follow up on Daysprings right-of-first-purchase items with DHCD.
The Caroline County Board of Commissioners approved its consent agenda by voice vote on Dec. 2, a package that included an annual, in-depth external/internal cybersecurity network test estimated in vendor quotes at roughly $65,000. IT staff described the exercise as an assumed-breach test that identifies exploitable vulnerabilities and provides a post-test remediation briefing.
County administration updated the board on several items: a planned visit by Secretary McElwain of the Maryland Department of the Environment was postponed to the spring; staff will review the county’s participation in the Clean Chesapeake Coalition and follow up with its chair; the county received an MRDC reimbursement this week; and the Department of Emergency Services is organizing a meeting with volunteer fire companies about EMS operations.
Staff also gave a status update on the Daysprings property transaction. County staff said the right-of-first-purchase request was sent to DHCD (Joe Pulver) on Nov. 24 and that DHCD has acknowledged receipt but has not yet returned an approval or the contact list needed to start the 30-day clock. Staff described an extensive Exhibit B document list uploaded to a OneDrive and said remaining owner/management compliance certificates are pending from East Coast Property Management.
Commissioners asked staff to follow up with DHCD next week, to monitor the clock-tower project’s pending clock-face delivery, and to document library roof leaks affecting a leased building as part of upcoming lease negotiations.
