The Colony City Council approved an amendment to Planned Development (PD) 18, known as the Tribute, to establish development standards for Chelsea Green Phase 2. Staff explained the amendment would allow 14 single-family lots with a minimum lot size of 7,000 square feet and an overall density of roughly six units per acre, matching the character of Phase 1 and the neighboring Adeline subdivision.
Planner staff summarized that the original concept for the area had left Phase 2 undefined and that market changes supported a shift to detached single-family homes rather than denser products such as townhomes or condos. The development review committee and the planning and zoning commission both recommended approval.
Mayor opened and closed the public hearing with no public speakers. Council members asked clarifying questions about density and consistency; a council member moved to approve the amendment and another seconded. The motion passed.
The amendment establishes the plan illustration and development standards for Chelsea Green Phase 2 and will be incorporated into PD 18; staff and the applicant indicated the standards will align building aesthetics and create a common area for the new lots.
