Panel unanimously advances offshore wind workforce bill to prepare Virginia workers

The subcommittee unanimously reported HB67, a workforce development bill for the offshore wind industry, after broad stakeholder support from trades, employers, utilities and environmental organizations.
Sponsor Delegate Doug Fagan said the bill directs the Department of Energy to ensure Virginia's workforce is prepared for growth in offshore wind by developing training resources, aligning curricula with industry safety standards and partnering with colleges, apprenticeship programs and at least one historically Black college or university. "HB67...strengthens workforce pipelines, aligning training with real employer demand," Fagan said.
Supporters including building trades councils, the IBEW, the Virginia Chamber of Commerce, conservation groups and local government representatives highlighted the potential to keep certification and training within Hampton Roads, expand local supply chains and create long‑term jobs. Dominion and other stakeholders indicated support and interest in participating in training efforts.
The committee recorded a 9‑0 vote to report the bill and proponents said the measure would help Virginia remain competitive for offshore wind investment even amid federal uncertainty.
