Custer County GIS manager: tenants using PO boxes may lack usable 9‑1‑1 addresses

Maureen Sealander, Custer County GIS manager, told the Jan. 29 council meeting she is seeing growing instances—particularly in three counties—where tenants report they do not have a physical address and instead use only a PO box. "Some of the tenants that are located within these 3 counties oftentimes tell me that they don't have a physical address... They only have a PO box address," Sealander said.
Sealander said the lack of a usable physical address is a public‑safety concern because a caller who cannot provide a physical address could delay emergency services arriving at the correct location. She asked the council to consider a pathway to help tenants obtain addressing that PSAPs can use for response.
Council members said the problem may be localized and sometimes tied to businesses splitting space in a building rather than to apartment complexes. Tim Martindale said large PSAPs had not widely reported the issue; he and others suggested potential fixes could include local permitting or property‑owner obligations rather than statewide legislation.
No formal action was taken. The council encouraged sharing information about the incidence and possible local remedies; staff and members agreed to be mindful of the problem as NextGen implementation and address validation work proceeds.
