State issues notice of intent to award NextGen 9‑1‑1 core contract to Motorola; project manager to be hired

The Department of Administration issued a notice of intent to award the EsiNet and Next Gen core services contract to Motorola, Laura told the joint 9‑1‑1 advisory meeting on Jan. 29. “This week, the Department of Administration issued their notice of intent to award the contract to Motorola for our EsiNET and Next Gen Core Services,” Laura said.
The notice starts a formal negotiation period. Laura said the program cannot contact Motorola or begin implementation work until contract negotiations and signatures are complete. “Our next steps are going to be contract negotiations, so we're not able to do any work or, you know, reach out or contact them until we get the negotiations and contracts signed,” she said.
The council was told the awarded EsiNet/core‑services vendor must be vendor‑agnostic when it comes to call‑handling systems. Laura said later that call‑handling procurement will be a separate, open process: “When we get to the phase where we're looking at call handling, that'll be open to anybody with a call handling solution that wants to put in a bid.”
Laura also said the program is hiring a 9‑1‑1 project manager to coordinate PSAP engagement and help communicate timelines. The job posting closes Feb. 5; Laura said the candidate will face an intensive background check and the hire is likely a month or two after that, depending on availability.
Council members asked about including PSAP representatives in kickoff meetings and expressed interest in early engagement. The program said it plans to include PSAP subject‑matter representatives in key sessions so centers can help shape the implementation. The department did not provide a firm public schedule at the meeting, saying the initial project kickoff will set estimated dates once contracts are finalized.
Next steps: contract negotiations, a project kickoff when contracts are signed, and the onboarding of a 9‑1‑1 project manager to guide PSAP outreach and timelines.
