Allegany County commissioners approved a land-development agreement with D.R. Horton, Inc. for a proposed 65-unit housing development at the site of the former Allegany High School.
Mr. Barclay told the board the county is signing first to demonstrate agreement with conditions while Horton’s regional and corporate counsel complete internal ratification. He said the agreement contains protections and procedures governing conveyance and remedies if the project does not proceed as planned.
Attorney Lee Beeman said the county previously ran a development agreement earlier in 2025 that Horton corporate did not approve; the current draft incorporates protections negotiated during subsequent discussions. The board moved and approved the agreement by voice vote.
