Council approves beer-and-wine permit for College Plaza Vietnamese restaurant

The Los Banos City Council voted on Feb. 4 to approve a conditional use permit allowing DEFAA Inc., an existing Vietnamese restaurant in College Plaza, to serve beer and wine on site under a Type 41 ABC license.
Community and Economic Development Director Stacy Sousa Helms told the council the request (Conditional Use Permit 2025-03) proposes no building expansion or increased intensity of use. The project was deemed categorically exempt under CEQA (Article 19, §15301) because it involves an existing facility, Sousa Helms said. The restaurant’s proposed hours are 11 a.m. to 8 p.m. Tuesday through Sunday, and staff recommended adoption of Resolution No. 7044 subject to the conditions attached to the staff report.
One public commenter asked whether exterior cameras were required; Sousa Helms said Condition 16 requires monitoring cameras on both the exterior and interior “to the satisfaction and approval of the police chief.” After a motion to adopt the resolution was made and seconded, the council voted by voice; the mayor announced “Ayes have it” and the resolution was adopted.
The council wished the new restaurant well and emphasized its support for local businesses. The permit approval does not change the restaurant’s footprint and remains subject to the Department of Alcoholic Beverage Control’s licensing process and the council’s listed conditions.
What’s next: The restaurant and the ABC will complete any state licensing steps; the city will enforce the conditions of approval and the police chief will review camera monitoring plans as required in the resolution.
