Council adopts rules amendment easing abstention on first reading, defers several zoning overlays for more community engagement

On Jan. 20 the Metropolitan Council approved a procedural change to its rules and took multiple actions on zoning items.
Council member Evans Siegel moved to amend Rule 9.3 so a member with a conflict can pull an item from first reading for the purpose of abstaining from that item rather than being forced to abstain from all first‑reading items. Council adopted the change; by council rules the amendment takes effect 30 days after passage and will be applicable starting with the first meeting in March.
The council also deferred several zoning items to give proponents and neighbors extra time for engagement. Council members moved to defer two companion ordinances applying a commercial compatibility overlay to properties on Buchanan Street (agenda items 21 and 22) to March 3 and to defer two proposed neighborhood conservation overlays (agenda items 28 and 29) to the first meeting in May. Sponsors said those deferrals respond to strong community interest and will enable additional neighborhood meetings and planning staff review.
Members said the deferrals were intended to make sure neighbors and business owners have more opportunity to weigh in on overlay boundaries, permitted uses and design standards before second reading and public hearings resume.
