Newport council adopts FY 2026–27 goals, moves budget process forward

City Manager (unnamed) presented five proposed focus areas — financial sustainability, infrastructure and transportation, livability and beautification, community engagement, and improved internal operations — saying the goals will guide department presentations and budget decisions. "Once you adopt your goals, then our department heads will start working on their department goals, and then we start budgeting," the city manager said during the presentation.
Councilors discussed ways to broaden public input into the goal‑setting process. Some members suggested a fall community forum or surveys to collect broader public priorities; others said the city already gathers input through individual plans such as the transportation system plan and the city center activation effort. Councilors also asked that persistent, high‑priority issues — notably the city’s long‑term water supply and the pending detention‑facility matter raised in public comment — remain highlighted in the work plan.
Councilor Hall moved to adopt the fiscal year 2026–27 city council goals; Councilor Emond seconded the motion. The council voted by voice, and Mayor Kaplan announced the motion carried.
The adopted goals will now frame department budget requests and the budget committee schedule. Staff said they will prepare a work plan and timeline to show how the council’s priorities will be implemented and funded in the coming year.
