Commission amends Vendors Ferry road-improvement trigger to July 31 or 50th CO amid utility delay

Mount Juliet — Meritage Homes told the board that relocation of a Piedmont gas main has delayed the widening work on Benders Ferry. The developer sought more time before the city enforces a condition that had tied road completion to an earlier certificate‑of‑occupancy milestone.
Chris Cowen of Meritage Homes described the issue: Piedmont’s schedule controls the remaining portion of the gas‑main relocation, and until that work is complete Meritage cannot finish the storm and grading work required for the turn lanes and intersection improvements. Cowen said Piedmont had committed to starting in mid‑January and estimated 45–60 days for the relocation; Meritage estimated 60–90 additional days to finish the road work after Piedmont clears the area.
Planning staff recommended a middle ground after a lively discussion. The board amended the trigger so that the developer must finish road improvements by July 31, 2026 or before the 50th residential certificate of occupancy (CO) for the project, whichever comes first. The amended condition was intended to give the developer a definite calendar date while still tying completion to homebuilding progress; the ordinance amendment passed on the floor by a 3–2 vote.
What’s next: Staff will monitor Piedmont’s relocation schedule and report progress to the board; if the new deadline is missed the commission retains the discretion to require remediation or deny further COs.
