Committee approves a package of contracts and design studies for local road and signal projects
Summary
On Jan. 22 the committee approved an amendment to the Murfreesboro Road signal contract, a conceptual-design contract for Franklin Road (SR 6), and a Paytonsville Road design contract; approvals were unanimous by roll call at the meeting.
At its Jan. 22 meeting, the City of Franklin Capital Investment Committee approved several contract actions related to transportation projects and design work.
The actions approved included: • An amendment to City contract 2019OO97 with the Tennessee Department of Transportation to extend the project date for the Murfreesboro Road (SR 96) traffic signal improvement to May 31, 2026, so the city can receive final reimbursement and officially close the project. Staff said a before-and-after study of accidents and traffic is planned.
• A proposed contract with Gresham Smith for conceptual design and analysis for Franklin Road (State Road 6) to evaluate up to three scenarios (short-, mid- and long-term). Staff said the draft scope in its current form focuses on lane improvements rather than sidewalks and trails, and that design will return to the board for consideration.
• A draft contract with Sullivan Engineering (City contract 20260009) to advance design for Paytonsville Road improvements in the recommended option 3, which includes a portion of Goose Creek. Staff described ongoing discussions with adjacent property owners about a public-private partnership and possible right-of-way dedications that could reduce city costs.
Each motion was moved, seconded and approved by roll call with Alderman Blanton, Alderman Potts and the chair voting yes.
None of the motions included substantive amendments on the floor; staff will proceed with contracting and return with design details and schedules as work progresses.
