Committee approves membrane service amendment with Xenon Environmental

The City of Franklin Capital Investment Committee on Jan. 22 approved Amendment 1 to City contract 2024029O with Xenon Environmental Corporation to provide membrane service, monitoring and maintenance support at the municipal water-treatment plant.
City staff said the plant’s membranes are nearing eight years of expected service life and the amendment establishes a secure, one-way data connection with the membrane manufacturer for condition monitoring and limited forensics. “Our membranes are nearing 8 years old,” said Speaker 7, a city staff member who presented the item, explaining the need to assess degradation and plan for replacement.
The contract amendment was listed by staff at an amount not to exceed $51,185 and was described as an annual budgeted expense. The committee moved, seconded and approved the amendment by roll call; Alderman Blanton and Alderman Potts voted yes and the chair also voted yes.
The committee did not make additional changes to the contract during the meeting. Staff said in response to questions that the vendor (identified in discussion as the manufacturer SUEZ) would assist in diagnostics and could provide service visits if required.
Next steps: staff will finalize the amendment and execute the contract modification so monitoring and service can proceed under the existing budget allocation.
