Knoxville City Council voted to deny an ordinance seeking to amend the South City Sector Plan to reclassify property at 1137 Simpson Street from low-density residential to South Waterfront Mixed Use District Type 2. The denial followed public testimony in favor of infill and extended council discussion about zoning's long-term effects on neighborhood character.
Drew Harper, vice president of Yes, Knoxville, spoke in favor of the sector-plan amendment, arguing that "infill density" reduces sprawl, supports walkable neighborhoods and aligns with adopted policy. Planning staff told council that the item would bring alignment between the one-year plan and the sector plan and that staff and the planning commission recommended R'N4 (not the applicant's requested R'N5).
Council members expressed concern the change would amount to spot-zoning and could be the start of a larger shift in allowable development along the corridor. Council member Adams, while not opposed to townhomes as a form, said the proposal felt like it would "open up a real change for this area" and risk a loss of neighborhood character. Applicant Matthew Thompson said he planned townhomes under 35 feet and argued those units are consistent with nearby coding and would help use newly installed waterfront infrastructure.
The council debated potential heights, unit counts and whether the change would encourage more intense development over time. After a motion to deny the sector-plan amendment, the council voted to deny the request (motion carried 7-2).
What happens next: Because the sector-plan amendment was denied, related rezoning requests that depended on the amendment were rendered moot at this meeting, and the property will remain under its current sector-plan designation unless reintroduced through another application.
