Knoxville City Council voted to postpone for two weeks a resolution to award up to $60,000 in Empower Knox youth-mental-health grants to six community organizations. The postponement followed extended council discussion about transparency in the review process and whether a flat $10,000 award to each grantee produces equitable outcomes.
Council member Parker asked for details about the application timeline and the review process. Staff (Middlebrook) explained application guidelines were released in early November, applicants could submit online or in person, staff reviewed applications for completeness and a volunteer review committee (members of the mayor's youth council) made funding recommendations.
Council member Grant expressed opposition to approving the resolution without more information about who served on the review committee, the scoring or point system used, how many applicants applied, and how previously awarded groups met their deliverables. He argued a "one-size-fits-all" $10,000 award can advantage larger organizations and urged a review of the process and more community input.
Other council members suggested workshops to reassess the city's grant-making procedures. After a motion to postpone the measure for two weeks, the council voted to postpone and the mayor instructed staff to work with council members to address outstanding questions before the item returns.
