Council approves array of contracts, grants and appointments; votes at a glance

At its Dec. 9 meeting the City of Knoxville council approved a range of routine resolutions, contracts and appointments spanning neighborhood grants, construction work, property transactions and planning projects.
Among the approvals were:
- Resolution authorizing $5,000 in neighborhood small grants for Old Sevier Community Group (12h). - Contract with Whaley Construction LLC not to exceed $621,633.50 for Old City streetscapes phase 2 (12i). - Agreement with Pipkin and Associates LLC for right-of-way appraisal services ($35,250) for the Chapman Highway multimodal project (12j). - Quitclaim deeds to East Tennessee Housing Development Corporation for two parcels under the homemaker program, each with a contract sales price of $15,100 (12k, 12l). Staff said house specifications will meet ADA and Energy Star standards and units will target households earning at or below 80% of area median income. - Award of up to $1,500,000 from the affordable rental development fund to Beamon Lake 2 LP to build 30 affordable rental units at 1213 Beamon Lake Road (12m); the developer said construction would begin in April with a 16–18 month timeline. - Authorizations for several consulting agreements, including Title VI and FTA-related analyses, and for two governmental-relations service contracts ($72,000 and $180,000). - A resolution authorizing acquisition by condemnation (if necessary) for a blighted property at 3910 Carnation Drive (12o). - A $700,000 authorization to Knox Knox County Planning to fund an update to the comprehensive plan; planning staff said they expect a draft plan by the end of next year and outlined a robust public-engagement schedule.
Most routine items passed by voice vote or unanimous consent. Several council members used the items to ask clarifying questions about timelines, ADA or energy standards, contract scopes and next steps for community engagement. No litigation or emergency changes were enacted on those votes beyond calendar or procedure items announced in the meeting.
