Board members reviewed proposed pathway and bike‑lane projects and received an update on Waterway Square fountain repairs on July 23.
Staff described several pathway proposals carried from the bike and pedestrian master plan, including a 'continuous flow' shoulder approach that would remove some bulb‑outs and create safer shoulder routings for cyclists; staff estimated engineering and structural costs near $400,000 per mile to reconfigure intersections and utilities. Montgomery County partnership was discussed for design work; staff cited a potential design task order of about $70,000 to study intersection treatments.
On the Waterway Square fountain, staff said a fountain specialist identified leaks and mechanical/electrical and filtration issues and recommended overhauling the internal systems. "We have about a 3 and a half million dollar earmark already in the budget," staff said, and told the board the team will return with construction documents, an opinion of probable cost and bid specifications before any final contract award.
Directors asked about warranties, alternatives to a full redesign and whether the board could consider different programming for the site. Staff said prior options that included synchronized lights and music had been rejected by the board and that current proposals focus on reliability and simplified operational systems. Staff will return with refined probable costs and procurement documents for a future board decision.
