Woodlands Township certifies Nov. 4 director election; three directors to be seated Nov. 19

The Woodlands Township Board of Directors on Nov. 14 adopted an order canvassing returns from the Nov. 4 director election, declaring Shelly Sekula Gibbs (Position 5), Adam Lamb (Position 6) and Cindy Heiser (Position 7) the winners.
Township Secretary Laurie Morgan presented Order No. 018-25, telling the board election day was Nov. 4, 2025 and that final canvass reports were received from the Montgomery County elections administrator and the Harris County Clerk’s elections office. "Order number 018-25, canvassing returns and declaring results of the director's election has been prepared by legal counsel and is provided to the board in their additional materials folder," Morgan said.
According to the canvass materials Morgan reviewed, 79,098 voters were registered in the township and 14,883 ballots were cast. The materials list candidate vote totals by position; the transcript of Morgan’s presentation includes specific tallies for several candidates and contains formatting inconsistencies for one candidate’s total in the board packet. The order states the deadline to canvass is Nov. 17, 2025; newly elected directors will take the constitutional oath of office and post a fidelity bond before being seated at the township meeting scheduled for 6 p.m. on Wednesday, Nov. 19, 2025.
Chairman Bailey called for a motion to adopt the canvass order; Director Richard Franks moved and Director Nelson seconded. The board adopted the order by voice vote. After the vote, Chairman Bailey congratulated the newly elected directors and said the board looks forward to working with them.
The board did not take other formal actions on the canvass during the meeting. The canvass order (Order No. 018-25) was prepared by legal counsel and filed in the board’s additional materials.
