Board approves RFP for public–private short-course golf complex on South Gosling Track

The Woodlands Township voted Dec. 4 to issue a request for proposals to pursue a public–private partnership to design, finance, construct and operate a short-course golf complex and complementary amenities on a 208‑acre tract known as the South Gosling Track.
Dr. Chris Nunes summarized prior environmental studies, noting about 42 acres sit above the 100‑year floodplain and that the property connects to the Spring Creek Greenway. "One caveat on this is as part of the CCSA, there are naming rights that are retained and held by Howard Hughes," Nunes told the board.
The RFP envisions a high-quality, casual short-course (nine holes) experience with food and beverage and other outdoor activities; respondents will be scored on financing structure, operations and a 10‑year pro forma demonstrating financial viability. Nunes said the RFP will ask bidders to describe dissolution strategies in case a concept is not successful and to detail maintenance responsibilities.
Board members stressed community outreach and the need to evaluate financial stability of any partner. Director Sekula Gibbs asked that the board be careful in assessing finances and community notice; the board discussed using potential revenue to seed a parks conservancy but did not take action on that concept at the meeting.
The motion to issue the RFP (dash 2025‑0503) passed by voice vote. Staff anticipates returning with scored proposals in February and expects fee, capital and operational asks may vary by proposer.
Next steps: issue RFP, evaluate proposals, and return to the board with a short list and recommended terms for any partnership or township financial participation.
