Council approves wastewater plan adoption and easement purchase; consent block passes with easement vote 4–1

The Layton City Council approved a block of consent items on May 1, including adoption of the 2024 Municipal Wastewater Planning Program annual report required by the Utah Department of Environmental Quality (Resolution 25‑25), placement of the tentative FY2025–26 budget on the public docket (Resolution 25‑28), acceptance of an annexation petition for the Stevenson property (Resolution 25‑23) and an agreement with Davis County to administer the municipal election (Resolution 25‑26).

Following the consent block, the council separately voted to approve Resolution 25‑29 to purchase a key easement through Peacefield HOA open space needed to route a secondary water line connecting Holmes Creek Reservoir to Andy Adams reservoir. City staff said negotiations began with an initial staff estimate of $15,000; an MAI appraisal returned $2,900 but the HOA pressed for the higher amount and submitted a signed offer; staff recommended accepting $15,000 to keep project construction moving. The motion to approve the easement passed 4–1.

City staff also highlighted wastewater system figures in the annual report: an estimated $400 million system replacement cost, roughly $24 million in capital projects projected over 20 years, an annual user charge near $345, and 229 miles of largely gravity sewer pipe with one lift station. Staff reported no reportable sanitary sewer overflows in 2024.

The council set a public hearing on the tentative budget for June 5 and noted the tentative budget document will be posted on the city website for public review.
