Council approves interim rezone of UDOT parcels to align with Gordon/89 Town Center plan

Layton City Council voted unanimously on June 5 to adopt ordinance 25-10, rezoning a set of Utah Department of Transportation parcels along Gordon Avenue and Highway 89 to agricultural zoning as an interim step while the city finalizes a Town Center (TC-1) zoning ordinance.
Community and economic development staff told the council that UDOT acquired the parcels during highway reconstruction and is preparing to sell them. Staff said they negotiated with UDOT so auction documents will include a city-provided letter of intent along with the adopted general plan and the Town Center master plan as exhibits to communicate the city's expectations for future development.
Staff described the interim agricultural zoning as a placeholder to prevent developers from converting the parcels to incompatible uses under the current ag rules; the city will later hold public hearings when drafting and proposing the TC-1 ordinance with specific standards, parking requirements and development agreement provisions. The planning commission forwarded a recommendation for approval on May 27. Council then took the rezone up under the public hearing and adopted ordinance 25-10 by roll-call vote.
