Commission reviews road bids, awards roads department build and accepts road-material bid

The Duchesne County Commission on Aug. 18 reviewed a set of bids for roadwork and related construction, accepted a lower-value local bid for salt, and approved awarding a road department building contract while discussing alternatives to reduce cost.
Staff read numerous bids submitted for a road/maintenance procurement (bidders and amounts were read into the record by staff Shane; examples included Tramco Corporation $79,700; Auto Logistics $72,000; Wasatch West contracting $862,767.78; Desert Development $774,935.94; EHI $844,005.25; Brentwood Construction $509,300). Staff noted bids were “quite a bit over” engineering estimates and said they would consult the project engineer about scope or pricing drivers.
For a separate salt/trucking item, the commission moved to accept 2C Ranch’s $60,000 bid for salt delivery and authorized proceeding with that vendor. Later, commissioners considered bids for a new road department building and staff recommended awarding the construction contract to Brad Wood/Brentwood (bid cited at approximately $509,003.83). Staff described alternatives: paying ~$11,000 less if the county waits the longer lead time (21–25 weeks) or paying more for expedited delivery (8–12 weeks). Staff also noted grant and program requirements (energy grant, Buy America/Build America wage rules) which could increase price and flagged demolition or energy‑recovery-unit scope as possible reasons the low bid was well above estimate.
Commissioners voted to accept the recommended construction award to proceed with the project (motion and voice vote recorded during the meeting). Staff said they would continue to review the low bid details, contact the bidder and the engineer, and confirm scope items that might be removed or handled by county crews to reduce cost.
What’s next: staff will follow up with the project engineer to reconcile the cost drivers and report back. The road building award is approved to proceed under the terms discussed.
