The Los Angeles City Council on an amended measure cleared a temporary-signage and limited-permitting ordinance aimed at streamlining approvals related to the 2028 Olympic and Paralympic Games, approving a package of council amendments and reporting requirements.
Councilmember Yorzlovsky, who led several changes, said the measure "is complicated" but argued the city must move quickly to prepare for the Games while protecting neighborhoods. The council accepted an amendment to require the city finance office to prepare, within 60 days, a study examining whether and how the city could receive up to 50 percent of revenues generated by certain temporary digital signage and related commercial activity.
The council also added a 14‑day review 'shot clock' for expedited administrative approvals in some cases, and clarified that the ordinance would not automatically exempt a proposal if required partner agencies did not concur. Planning staff described the ordinance as an administrative authorization structured to permit Olympic‑related exceptions only when all specified partner agencies agree.
Councilmembers expressed concern about enforcement and the potential for private operators to capture revenues without clear city benefit. "This ordinance has potential private gains; the city deserves a portion," one councilmember said during debate. Planning and building officials said the offices had been working on the ordinance for months and outlined implementation and interagency coordination requirements.
Council members voted through multiple amendments in sequence; the final tally for the amended ordinance was reported as 13 in favor and 1 opposed. The ordinance as amended establishes expedited procedures for limited temporary uses tied to Games operations, requires additional reporting by city departments, and includes guardrails intended to prevent use by illicit operators.
The council directed staff to return with implementation details and, where necessary, ordinances to align the municipal code with the approved administrative procedures.
