Staff reminded members that BOMA set the 150,000 gpd allocation in 2024 and that Simon development had already reserved a portion of that amount. Board members debated whether to base an allocation on total plant capacity or on currently available capacity and discussed suggested splits for commercial, governmental and economic-development uses (examples raised included breaking out portions such as 15% commercial, 5% governmental). Staff said typical towns Thompson's Station's size might see 20–25% of wastewater flow as nonresidential on average but recommended a more conservative allocation in the 10–15% range if warranted.
Several members asked staff to provide a near-term forecast of expected commercial requests so the board can judge whether a percentage approach would leave sufficient capacity for anticipated projects. Staff said they will return next month with options and additional analysis. The discussion concluded with staff agreeing to bring back options and the meeting was adjourned.
