The Stockton City Council accepted the 2024 annual progress reports for the city's general plan and sixth-cycle housing element and authorized staff to file the reports with the California Department of Housing and Community Development.
Stephanie Ocasio, director of community development, summarized the city's housing posture: San Joaquin County's RHNA for the cycle is 52,719 units and Stockton's assigned share is 12,673 units. City staff said Stockton's inventory analysis indicates capacity for about 22,999 units, and that in 2024 the city issued permits for 837 new housing units: 253 very low-income units, 31 low-income units and 52 accessory dwelling units.
Ocasio and councilmembers discussed barriers and programmatic actions, including ADU program expansion, code updates and public-facility-fee nexus studies. Council emphasized the need to track permit processing and consider incentives or fee waivers to stimulate housing production, and requested further briefings on specific implementation items such as the navigation center and pathways programs.
The council voted 7 to accept the reports and authorize the city manager to submit them to the state by the April 1 deadline.
