Stockton awards $2.194M design contract for Miracle Mile revitalization

The City of Stockton on March 18 approved a $2,194,000 professional services contract to Siegfried Engineering to develop design work for the Miracle Mile pedestrian safety improvements and revitalization.
City staff said Assemblymember Villapula secured $20 million for the project; that funding will cover part of the work but not the entire vision. The recommended contract will take the full project to 30% design and deliver 100% design for an initial phase so the city can advertise that phase for construction.
Staff described a selection process: seven proposals were received in January and an interdepartmental selection committee recommended Siegfried Engineering as the most qualified team. The consultant team includes multiple subconsultants, and staff committed to an aggressive outreach plan of eight public meetings and eight grants to pursue in 2025
nd 2026.
Council members pressed staff on the total cost, timeline and funding gaps. City staff said an overall total project cost is not yet known; design work will clarify the remaining funding needs. Staff estimated the broader project could reach into the tens or hundreds of millions but emphasized the $20 million provides the design and initial phase funding.
The council approved the findings supporting an exception to competitive bidding under Stockton Municipal Code section 3.68.070 and authorized the contract award to Siegfried Engineering; the motion carried unanimously, 7 .
Next steps: Siegfried will begin the design work, conduct community meetings and pursue grant opportunities; staff said the first phase —00% design is expected by 2026 under an aggressive timeline.
