Commission recommends mixed-use PUD with amended landscaping and screening requirements

The Oklahoma City Planning Commission unanimously recommended City Council approve PUD-21-27, a mixed-use planned unit development for 1140 Southwest 149th Street. Mark Grubbs, representing the applicant, read a series of technical edits that include a 15-foot setback from platted residential lots with one medium tree planted per 35 feet along the southern boundary, screening requirements around a pump jack oil battery, sidewalk installation prior to certificate-of-occupancy issuance, building-height clarifications, removal of some uses (bingo parlors, pawn shops), a landscaping island standard and a limit on smart-board siding to 25% on rear elevations.
Commissioner Newman challenged an initial tree-planting standard that would have required one medium tree per 100 feet as insufficient and negotiated with the applicant on a higher frequency. The applicant offered alternate spacings and the parties agreed to require one medium tree planted every 35 feet along the southern boundary. Commissioner Newman then moved to recommend the PUD to City Council subject to the amended TEs; Commissioner Meek seconded and the recommendation passed unanimously.
The TEs also require that sidewalks along Southwest 149th Street and Western Avenue be installed prior to issuance of a certificate of occupancy for each building. The commission noted landscaping and façade limitations intended to improve compatibility with surrounding neighborhoods.
