Stewart asked that the commission consider grading or stipulations to prevent increased runoff onto adjacent properties.
The applicant responded that the detention pond would be located in the far northwest common area of the plat and that runoff will be reduced in accordance with the city drainage ordinance. Public Works clarified that many staff reports contain standard flood‑study comments and that a formal flood study is normally required only where a creek or major water body flows adjacent to the development; if a flood study were required it would be submitted with the final plat for technical review.
Commissioners moved to approve the final plat and the temporary‑emergency access request following assurances that detention and drainage calculations will meet city requirements and that HOA/common‑area responsibilities will be clarified in plat documents.
