Education Oversight Committee urges targeted investments in teacher recruitment and recommends shifting EIA funds

Dana Yao, executive director of the Education Oversight Committee, told the subcommittee the EOC had reviewed EIA-funded programs and recommended strategic reallocations to improve teacher recruitment and retention.
Yao said the EOC found roughly $98.9 million in new recurring EIA funds available for the 2026-27 cycle and recommended priority investments including an increase of state aid to classrooms by $80,800,000 to support a higher minimum starting teacher salary and an additional $640,000 to add 20 Teaching Fellows four-year scholarships. The EOC also recommended increasing the junior/senior Teaching Fellows award amount from $6,000 to $10,000 (estimated $1,756,000 cost) to reduce student debt burdens.
The EOC flagged concerns about the return on investment from a patchwork of teacher recruitment programs funded through EIA; staff told the panel that, aside from Teaching Fellows, program-confirmed placements in 2025 totaled only a small number of new teachers (148 confirmed across other programs), prompting the EOC to seek stronger ROI reporting and program accountability.
Yao also described EOC data and dashboard work, including procurement for statewide climate surveys and a public data dashboard to make accountability measures actionable for schools and families.
What's next: The EOC will deliver a more detailed ROI analysis for specific recruitment programs by June and recommended several proviso revisions to improve data collection and teacher-loan program administration.
