Brookhaven council approves routine ordinances, easements and drainage work; meeting notes

At its Jan. 27 meeting the Brookhaven City Council approved a series of ordinances, resolutions and routine items. Key votes and actions included:
- Peachtree Creek Greenway Phase 3: Council approved ORD 2026-611 to appropriate $25,000 for additional services to study a third alignment option and authorized an additional services agreement with Heath & Lineback engineers.
- BUILD program application: Council authorized staff to submit a USDOT BUILD (formerly RAISE/TIGER) planning-category application for the I-85 vehicular bridge preliminary engineering work; staff noted an expected funding decision in June.
- Sidewalk fee increase: Council approved ORD 2026-612 to amend sidewalk and bicycle-lane code language and to increase the payment-in-lieu fee from $50 to $77 per linear foot, a change staff said reflects 2025 construction costs.
- Upper Poplar Creek Phase 1 drainage: Council approved a $164,213.18 on-call task order to separate a public drainage system from private piping at Carter K Drive and Sylvan Circle ("Canoe Corner") to address undersized pipes and backyard flooding.
- Caldwell Road temporary easement: Council approved Resolution 2026-0110 to authorize acquisition of a temporary construction easement on a parcel along Caldwell Road to support intersection improvements, including cost-to-cure and negotiation allowances.
- Final-plat clarification: Council approved ORD 2026-0103, a text amendment clarifying what is dedicated to the city when a plat is recorded (right-of-way and easements).
- Meeting calendar: Council approved an updated 2026 meeting calendar to realign June meetings to the second- and fourth-Tuesday schedule to support millage-rate timing.
Other business: The council appointed Lane Blewett to Explore Brookhaven (Resolution 2026-0107) and heard a public comment urging protection of affordable housing along Buford Highway. No items were continued to closed session and the meeting was adjourned by acclamation.
