Brookhaven outlines 2026 stormwater priority projects, cites $275,000 estimate for culvert lining

Highlighted projects included a Bluff Haven Phase 2 trenchless CIPP (cured-in-place pipe) lining to restore approximately 141 linear feet of 54–60-inch diameter pipe, with an engineering estimate of about $275,000. The presenter said the work follows a 2023 point repair and is intended to restore functional service life before a major failure.
Other near-term projects described were a Walkins Place drainage-system repair that requires replacing an 18-inch culvert under the roadway; Pelly Circle/Osborne Road drainage capacity improvements to reduce pond overtopping by re-routing runoff into an existing downstream storm drain (an 18-inch pipe was referenced for this tie-in); a roughly 70-foot bank stabilization on Nancy Creek near Mill Creek Court to protect roadway integrity; and a Dresden Drive culvert replacement that will require engineered design because the existing double-pipe condition and a water main complicate replacement and hydraulic calculations.
Staff said many of the pipes in the system are reaching the end of their functional lives and that the 2026 work program includes updating impervious-cover mapping used for the stormwater fee. Staff were clear these are planned priorities and that several items will require engineered design, on-call contractors or phased traffic-control plans for construction.
Council did not take a formal vote on bond or capital funding during the work session; staff said the projects are being readied for 2026 planning and procurement.
