Planning Director Jeff Flory summarized staff’s recommendation and the park’s history, noting the property covers roughly 3.1 acres and that the application packages include traffic analyses reviewed with ODOT. Staff recommended two conditions if the commission ultimately approves the modification: allowing minor modifications to be processed at staff level and requiring a revised parking plan that provides off‑street loading, solid‑waste storage and bicycle parking.
Applicants Tammy and Bruce Rath described years of phased work on the park, engineering efforts to correct floodplain mapping and their desire to finish paperwork before selling the property. Several commissioners pressed staff to find prior approvals authorizing a watchman’s shack or other on‑site residence; commissioners said they did not want to issue retroactive approval that would inadvertently permit a permanent dwelling without confirming the record.
A motion to hold the item until the next meeting was made and seconded; the commission left the record open for supplemental material and public comment. Staff said the next meeting will be the first Tuesday in March and pledged to search physical files and follow up with the applicants.
No formal approvals were granted; the hearing will resume after staff locates the file material and reports back to the commission.
