Hooper council discusses subsidizing Riverdale Senior Center vouchers for local seniors

Hooper City Council members on Jan. 22 discussed a proposed voucher arrangement with Riverdale Senior Center to help Hooper seniors access senior-center programs.
Mayor Sherry Bingham said Riverdale charges $30 per year for residents and $60 per year for nonresidents; the proposal under consideration would have Hooper print vouchers and reimburse Riverdale $30 for each Hooper resident who registers. The mayor said there are currently about 19 Hooper residents regularly attending Riverdale.
Council members asked clarifying operational questions: whether the fee is annual or per-visit, whether Riverdale can invoice Hooper per attendee rather than committing the city to an upfront flat rate, whether the city still has the prior $1,800 budget line that paid for in-city senior meals, and whether an interlocal agreement might be preferable to per-person invoicing. Council Member Craig suggested doing more outreach to seniors who use Roy or Riverdale and possibly visiting Riverdale to evaluate the program before a council vote. Staff said they would check the billing cadence (annual vs. monthly) and follow up with more information.
No formal motion was made; council members agreed to gather more data and consider a site visit before approving any subsidy or interlocal arrangement.
