The City of Rome Planning Board voted unanimously on Feb. 3 to issue a SEQR negative declaration and to approve a 3‑lot minor subdivision for property at 1814 Black River Boulevard, filed by applicant James Donegan.
Community and Economic Development staff told the board that the Oneida County Department of Planning returned "no comment" and that proposed parcel dimensions comply with zoning minimums. Staff also noted the property is within the New York State Historic Preservation Office (SHPO) archaeological buffer area and advised the applicant to consult SHPO before ground disturbance. "Our department recommends issuing a SEQR negative declaration via uncoordinated review and approving the proposed subdivision plat as presented," staff said.
Details: the proposal splits two existing tax parcels into three lots, with one parcel including the Davidson car wash and shared easement arrangements to preserve access and maintenance obligations. The petitioner and staff discussed recording easements and maintenance obligations for shared access, snow plowing and utility access. After staff recommendations, the board moved and approved both the SEQR negative declaration and the subdivision plat by voice vote.
Administrative follow‑up: staff said they would stamp the approved plat and make it available for pick up the following day and reminded the applicant to secure any required county permits before beginning work.
The board also handled routine business at the meeting, including approval of Jan. 6 meeting minutes and annual officer elections (Marcus Wazido elected chair; Joey Calandra elected vice chair). All routine motions passed by unanimous voice vote.
