Kelly, who presented the item, said the arena committee now has only two active members and several expired terms; its work is largely seasonal (rodeo, horse pull, monster truck shows and the holiday market). Council members said volunteers have lost momentum since events moved locations and that some longtime helpers still want to stay involved.
Council members proposed options including asking current volunteers to reapply, merging arena duties into the Community Engagement Committee, or making arena duties a seasonal subcommittee. Members noted the municipal code currently limits advisory committees to 11 members; expanding that number would require a code amendment.
No formal ordinance or resolution was proposed. Councilmembers agreed to give staff direction to pursue a combined events-and-engagement model, ask volunteers to reapply where appropriate and return with an implementation plan and any recommended code changes. The council emphasized preserving "goodwill" with longstanding volunteers during any transition.
