Draper Council adopts 2026 Comprehensive Emergency Management Plan and logistics annex

The Draper City Council voted on Jan. 6 to adopt Resolution 26-03, which accepts the Draper City 2026 Comprehensive Emergency Management Plan and Logistics Annex.
Nick Roble, emergency services coordinator for the Draper City Fire Department, presented the plan and logistics annex, saying the document establishes the framework for disaster response, recovery, preparedness and mitigation across city departments and coordinates with county, state and federal partners. Roble said the plan was developed in compliance with FEMA guidance, Utah code, the National Incident Management System (NIMS) and the Incident Command System (ICS), and that it incorporates the Salt Lake County hazard-mitigation plan recently approved by FEMA.
Roble described operational priorities centered on life safety, incident stabilization, protection of property and the environment, establishing community lifelines and ensuring continuity of government. The logistics annex covers resource ordering and tracking, staging areas and facilities for responder support, transportation and shelter support, vendor mutual aid and partner coordination. Roble said the plan will be reviewed annually and updated every three years or after major incidents or exercises.
Council members praised the document and asked how the city plans to disseminate preparedness information to residents; Roble said the city will conduct public workshops, training and outreach and work with public/private partners to encourage preparedness actions such as multi-day kits and awareness of municipal expectations during an incident.
The council made a motion to adopt Resolution 26-03 and voted in favor; the resolution was approved during the meeting.
