The planning commission recommended approval on Dec. 11 by a 5-0 vote.
Applicant Lynette Butler told the council she intends to subdivide and develop the northwest parcel with access off Tanager Lane so she can live near her parents; she said three siblings are a longer-term reason for the larger zoning request. A neighbor, Jacob Goodrich, spoke in support.
Council members raised new information about access points during the hearing: staff and engineering said 3rd East (300 East) is a classified collector/arterial and code typically prohibits individual driveways from such streets for new subdivisions, meaning required access likely must come from Tanager via a private drive, flag lot or a right-of-way arrangement. Councilmembers asked for engineering analysis, survey-level information and confirmation whether nearby parcels could provide a right-of-way for access.
Council moved to continue the item to the next council meeting to allow staff and the applicant to return with additional information on access, survey mapping and subdivision design options. The motion carried with council votes recorded as "yes."
