Cell‑site lease negotiations: Legal staff outlined requests from two carriers seeking extended lease terms (one proposing potential 25 years, the other up to 40 years with periodic increases). Council directed staff to negotiate better financial terms and pursue the highest legally permissible revenue for long extensions.
