Housing & Human Services: 20 opioid RFA applications seek more than $11M; $5.9M currently available

Housing & Human Services staff updated the Brevard TIP on the county’s opioid Request for Applications (RFA), saying reviewers have received about 20 applications and reviewed roughly seven so far. "The funding that's requested is a little over $11,000,000 right now," a county presenter said, and she confirmed that $5.9 million is the amount currently identified as available for awards.

Staff described an internal review process: Purchasing has checked submissions for completeness, and Housing & Human Services staff are screening proposals against required schedules. The presenter said she has asked the county attorney whether the committee could authorize awards that exceed the advertised $5.9 million — for example by using additional year-3 funds — and that she would bring guidance back to the review committee.

Committee members discussed scheduling subcommittee and reviewer meetings for application scoring; staff emphasized the goal of contracting two-year awards as soon as possible but noted legal limits may constrain award amounts. The presenter said they planned to poll committee members about availability for review meetings this fall and hoped to move recommendations to contract quickly.

No formal award decisions were made at the TIP meeting; staff said the next steps were finalizing the legal review, scheduling recommendation meetings, and preparing contract awards if allowed. Members asked Purchasing and the county attorney to confirm procurement constraints before the committee makes award decisions.
