Short-term rental committee recommends annual cap recalculation, conditional licensing options

Town staff reported results of the short-term rental (STR) subcommittee and the council discussed several recommendations the committee advanced.
Key recommendations the council heard: (1) caps on short-term rentals in certain areas would be recalculated annually on May 1 based on the count of completed residential properties, making the cap a moving target tied to housing stock; (2) Solitude Village would be exempted from a water-letter requirement (the village is treated as a distinct entity); and (3) staff recommended a conditional-license category when the only missing item for an otherwise complete application is an external inspection (for example, a weather-delayed inspection from Salt Lake City Public Utilities), while retaining a firm requirement that fire inspections be completed before a license is granted.
Council members asked staff to produce concrete ordinance language for council action at the next meeting and discussed how conditional licenses should be time-limited and subject to suspension or revocation if the outstanding inspection is not completed by a given date. Public commenters and planning commissioners also raised concerns about ADU language and whether a property with an ADU should be allowed to rent an entire house; staff said planning commission deliberations are ongoing and they will return revised language.
