Brighton adopts engineering standard drawings and specifications ordinance

The Brighton Town Council on June 10 adopted an ordinance establishing the town’s engineering standard drawings and specifications. Cameron Woodland (engineering) told the council the ordinance adopts commonly accepted industry standards — APWA, AASHTO and the Utah MUTCD — and proposes a hybrid approach to mill-and-overlay requirements for trenches dependent on road age and trench length.
Woodland said the hybrid rule would require full-width mill-and-overlay on trenches in roads newer than three years and for trenches longer than 300 feet in roads three to seven years old; smaller or older sections would be exempt. The change is intended to meet state inspection standards (HB 30 / 3368) while limiting unnecessary repaving costs.
Council discussed whether variance authority should be delegated to the town’s MSD engineer or reserved for council review; the ordinance was clarified to preserve existing engineer-level variance practice and to allow council input where appropriate. Council moved and approved Ordinance 2025-0-06 by affirmation ('Aye; Motion carries').
What’s next: the ordinance takes effect as adopted; staff and MSD will implement the inspection standards and apply the new mill-and-overlay criteria to upcoming projects.
