Brighton council adopts building-code sewer provision, fee schedule and a 15 mph municipal speed limit

The council unanimously adopted an amendment to chapter 15.16 of the Brighton code to include a public sanitary sewer provision that requires applicants to consider sewer connection when a property is within a specified proximity to a sewer line. Staff said the change moves language previously in a health regulation into the town's building code to improve enforceability. "It simply takes the requirement from health regulation 13 for people to look into a sewer if they were within a certain proximity 300 feet of a sewer line, and it puts it into the adopted Brighton code for building permits," a staff presenter said during the meeting.
Council also approved ordinance 2025-L-7-2 adopting the town's annual fee schedule after edits. The adopted changes, as read into the record, included reducing the long-term rental business license fee from $150 to $50 and changing the SWIP (stormwater) "monthly" inspection charge to a fee billed per inspection, not per calendar month. Staff said other updates reflect new valuation tables from the International Code Council and state legislative changes affecting stormwater and boundary-line adjustment fees.
Separately, the council ratified an amendment to business-license code language addressing short-term rental limits and grandfathering for existing licenses. Staff had clarified counts of water-and-sewer-served dwellings in Pine Tree during the meeting to finalize the ordinance text.
On traffic policy, the council passed resolution 2025-R-7-1 to set a 15 mph speed limit on municipal roads. Members discussed sign procurement and asked staff to return with sign quotes and proposals for targeted lower-speed segments that might require additional study.
