Council hears multiple ideas for Saint Andrews Estates land; staff cautions legal constraints

City staff presented recurring community and developer interest in repurposing or selling the Saint Andrews Estates subdivision property, located along the east side of Canyon Road. Ideas floated in the public and among council members included a boutique hotel with a restaurant, commercial uses, or different recreational amenities, but staff cautioned several legal and contractual constraints may restrict feasible options.
Constraints staff named included existing development agreements, bond covenants tied to prior financing, recorded conservation easements over portions of the site, and recorded CC&Rs. "There's a development agreement, there's bond covenants, and there's a conservation easement on not just that piece, but the entire golf course," staff advised. The city attorney indicated there are "a lot of different hurdles" that will require legal and negotiation work if the council wants to pursue a sale or rezone.
Council reaction ranged from urging patience and doing nothing for now to an interest in a boutique hotel, but several members warned the city cannot unilaterally impose a developer's vision once the land becomes private property; mitigation of golf‑ball risk and other on-site hazards would be the developer's responsibility. The council agreed to discuss contractual and legal constraints in closed session and to only proceed further if a serious, fundable proposal that addresses these hurdles is presented.
Next steps: staff will brief the council in closed session on the legal, contractual and covenant constraints and report back; no land sale, rezoning or binding direction was approved in open session.
