City Manager Chandler Goodwin presented a preliminary plan for a Dutch Bros Coffee at 4773 West Cedar Hills Drive during the July 15 Cedar Hills City Council meeting. The 0.77‑acre proposal includes a double drive‑through with stacking for up to 16 vehicles and a landscape area of roughly 28 percent, which staff said is within expectations for the parcel.
Goodwin told the council the Planning Commission reviewed the application and staff evaluated traffic studies submitted by the developer. He said the site will share access agreements with the adjacent parcel and that Jack in the Box—proposed for the neighboring lot—would use the same joint access points. Goodwin noted staff had asked Dutch Bros to change exterior materials and increase brick on the elevation to better fit the commercial zone.
Councilmember Ellison moved to approve the preliminary plan “subject to the final engineering review and the zoning approval of the landscape plan.” Councilmember Guedes seconded the motion. On the record the council registered affirmative votes from Councilmember Smith, Councilmember Price, Councilmember Ellison and Councilmember Guedes; no recorded ‘no’ votes were placed on the transcript.
The council attached standard conditions—final engineering review, zoning approval and an approved landscape plan—before final building permits may be issued. Staff said lighting plans had not been submitted but noted the site’s distance from residences makes lighting impacts less concerning. The developer indicated a readiness to begin construction if approvals were granted; staff emphasized final engineering and full zoning compliance will be required before work starts.
The council moved next to other business after the vote.
